To whom it may concern. My name is Ted Mangum and I am locked up in Parchman Mississippi severing a life sentence for homicide. I have been locked up now 24 years and I must say I have never seen the conditions nor the violence that I see today. It is hot, with little ventilation to breath, the showers smell so badly one can hardly stand the smell to even shower most nights, it is like showering in a cesspool. Then on top off that most of the toilets do not work, so imagine over 100 men on a zone trying to use 3 toilets?? And omg the food is horrible, most days you cannot identify whatever it is they are serving us, so most rather starve then to eat it, I cannot blame them because I am one of them. Now take all that into consideration as I point out another bad condition here in Parchman and many other prisons around the state, the safety issues, there is not much safety when you factor in facts such as. 1 understand at most you may have 1 guard over per 100 inmates and most of them are women, so that's a recipe for destruction in itself because once it gets going what can she do to stop it ? Absolutely nothing!!! And with the living conditions we face daily it is easy for these men to be broken and lose all hope especially the ones who have no parole dates? Or the ones who May 30 or 40 years. now imagine a room full of young men with no hopes of ever going home, hot, hungry, and living in and in reality, a concrete hell hole called prison. All this can be solved thru sb 2123 ,2123 would have gave a lot of ppl including myself something to grasp at and called freedom and Hopes of freedom brings about hope and change in a person when there was no hope to be given. So in essence 2123 being vetoed only brings about more problems within prison because basically the governor vetoing of this bill told ever inmate confined in the state of Mississippi that hey ,we will never forgive you for your crimes and we want you to remain in prison until you die or be killed. So sb 2123 meant the start of rehabilitation and healing in this prison state we love and call Mississippi. Yours, Ted T. Mangum R3209
